the items with blue colour are the items above level 31 .... and above level 51 are like this colour

And how to get lvl 31 equipment? I'm in arena lvl 10-19, but most of the top player there has blue equip.

the higher your level is higher levels of items you will see :D.so just level up and you will find them somewhere xD
